    Prior to 2003, United Risk consisted of an unofficial group of investigative and security professionals that worked together in securing independent contracts with various government agencies, domestic and foreign. United Risk International’s executive staff has a combined experience of over 100 years providing high threat protective and investigative services in the industry.

  • About Us:

    Edward Widmer - Executive Director Edward Widmer has over 35 years of experience providing security consulting and investigative services. He has spent his career supervising global risk, executive protection and international terrorism issues. Mr. Widmer served abroad during his tenure with the U.S. State Department's Bureau of Diplomatic Security. During this time, he directed security for the construction of one of the most advanced, high-tech U.S embassies in Georgetown, Guyana.

    The United Nations, the Inter-American Development Bank and twenty sovereign state governments including Israel, Iraq, Canada, Brazil, and China have contracted Mr. Widmer for their security needs, including diplomatic protection, executive protection services, ambassadorial residence security, and physical security consulting.

    Mr. Widmer has also secured executive protection contracts with the United States Secret Service, including the safe guarding of President Jimmy Carter and the Carter Center while they promoted free elections worldwide. Commercially, Mr. Widmer has provided security consulting, investigations and protective services for Chase Bank, Esso Standard Oil, and IBM, among others, as well as four international airlines.

    He serves on the Federal Bureau of Investigation and the Bureau of Alcohol, Tobacco and Firearms committees dealing with domestic and international terrorism, and is the State of Illinois Representative for the United Nations Association – USA.

    Mr. Widmer's life and work have been global in nature. American born, he attended high school in the Netherlands, university in Guyana, South America and graduate school in Switzerland. Mr. Widmer has been a frequent presenter at international security conferences, such as the ASIS International conference and the Interpol (International Criminal Police Organization) global conference. He has also lectured on social issues at the University of Beijing, China. He has been in 76 countries, including, most recently, North Korea, where he was a televised commentator on U.S. - North Korean relations for CNN.


    Craig Lawrence - Managing Director Craig Lawrence has over 20 years of experience providing protective services, consulting, and risk management expertise. He brings a unique set of skills and experience to United Risk International's clients. Starting his career in northern Arizona, Craig had the opportunity to train with professionals at the epicenter of the modern pistolcraft movement, including instructors from Jeff Cooper’s Gunsite Academy, Chuck Taylor’s American Small Arms Academy and the NRA’s Law Enforcement Activities Division. Upon returning to Chicago in 1992, Craig worked as a firearms instructor, K-9 police officer, private detective, corporate security director and government contractor.

    In 2003 he joined United Risk International, providing risk consulting, protective and training services to government agencies, corporations and foreign diplomatic personnel. Mr. Lawrence and his team at United Risk has provided counter-terrorism consulting to 14 foreign consulates in Chicago, as well as firearms training to U.S. and foreign law enforcement, active military & private  civilian contractor personnel.

    As an industry expert on risk management and security issues, Mr. Lawrence's commentaries and published articles have been featured in various publications, including the Chicago tribune, Professional Investigator magazine, Fox News.com, Forbes.com, and Worth magazine, and many others. He has also appeared on various radio and television programs including the WGN news, MSNBC, CNN, Bloomberg radio, Sky Radio, and "Viewpoints" nationally syndicated radio show.

    Mr. Lawrence earned his B.S. Degree in Criminal Justice with an emphasis in Security Management from Loyola University Chicago. He has served as the Chairman of the Illinois (North Shore) Chapter of the American Society for Industrial Security (ASIS International), and has been a speaker at the ASIS National conference on Emerging Trends in Security Practice and Technology. Fluent in Spanish, Mr. Lawrence has managed investigative and security assignments in many Latin American countries, including Mexico, Costa Rica, Peru, Argentina and Cuba.


    Daniel R. Devine - Director of Consulting Daniel Devine, CPP, CFE, CHS has been involved in security and law enforcement for over thirty-five years. Mr. Devine's career began in the United Stated Marine Corps where he served as a Corrections Supervisor and Military Policeman. As part of his duties, Mr. Devine was a part of a special response unit that provided security for the Subic Bay (Philippines) naval base. Mr. Devine's unit was instrumental in the capture of 269 Islamic extremist and communist insurgents, and received the Philippine Presidential Unit citation as well as the U.S. Marine Corps meritorious Unit Commendation.

    Since successfully completing his military service, Mr. Devine has held a variety of positions in the management, supervision, and training of security and law enforcement personnel. Mr. Devine has served as the Director of Security for two fortune 1000 companies, and has consulted in loss prevention and security for hundreds of private clients.

    Mr. Devine has conducted in-depth risk analyses and security vulnerability studies, and developed and implemented security policies and procedures as well as training programs and standards for several organizations, including the Holiday Inn Corporation, Northern Illinois University and Illinois Armored Car Corporation. In addition, he has designed complex access control, CCTV, intrusion detection and alarm systems for large industrial sites, schools and building complexes. Mr. Devine also developed and implemented a 300-hour State and Federally-certified training program for a national security training school.

    Mr. Devine is an Illinois State Certified Security Instructor, an ASIS International board Certified Protection Professional (CPP), a Certified Fraud Examiner (CFE) and is certified in level III Homeland Security (CHS). For the past 20 years, Mr. Devine has been an Illinois state licensed Private Detective and Private Security Contractor.


    Bruce R. Talbot - Director of Training Mr. Bruce R. Talbot has spent 25 years in law enforcement supervising both street patrol and investigative units, community policing units, as well as the DARE drug education program. Prior to his promotion to sergeant, he was assigned to teach one of the first DARE programs in Illinois. He has received the Award of Merit and was named Police Officer of the Year (2000) by the Illinois State Crime Commission.

    Mr. Talbot has been qualified in criminal court as an expert witness in the field of drug and alcohol impairment DUI trials in Illinois and Texas. Mr. Talbot has twice been called to testify as an expert witness before two United States Senate Committees. His testimony has been published in the Congressional Record. Mr. Talbot has written a tobacco control law, which has been held up as a national model law by the U.S. Department of Health and Human Services.

    Since retiring from law enforcement, Mr. Talbot has become a noted national speaker on the topic of gateway drugs. Mr. Talbot's specialty is teaching drug and alcohol recognition classes across the country for corporations such as K-Mart, Ace Hardware, WW Grainger, John Deere & Co., as well as Northwestern University's prestigious Traffic Institute. He has been a guest instructor at the Massachusetts, Connecticut, Rhode Island, Indiana, Idaho and Louisiana State Police Academies. Mr. Talbot is the lead drug/alcohol instructor for the Northeast Multi-Regional Training center, which is responsible for police officer in-service training for the nine Chicago collar counties. He was also the charter drug/alcohol instructor for the (Chicagoland) Suburban Police Academy at the College of DuPage.

    A published author in both the popular press as well as scientific research journals, Mr. Talbot's research has been published in The Journal of Human Behavior in the Social Environment (Vol. 2, Number 3, 1999) as well as The Saturday Evening Post.

    Mr. Talbot holds a Master of Public Administration degree from Roosevelt University and a B.S. degree in Law Enforcement from Southern Illinois University, and is a graduate of The School of Police Staff and Command at Northwestern University.
